Most of the compacts we came across during our research were tool-free (or came with a tiny applicator), but reviewers had lots of love for Drew Barrymore’s full-size, high-quality brush in her Flower Beauty Shimmer & Shade Palette. What to Look For in a Drugstore Eyeshadow Palette
